1. Weather Policy
Unless a State of Emergency for Maryland is issued, we intend to keep the Frederick Indoor Sports Center open at all scheduled times, including “snow days” and school cancellations. All scheduled events will continue as well.
In the unlikely event that FISC should close, announcements will be made at least 2 hours prior to the scheduled events. An email blast will be sent out to all of FISC patrons, and the information will be promptly posted on the News & Events section of the FISC web site, Facebook and Twitter.
If games, rentals and activities happen to be cancelled due to a severe weather event, they will only be rescheduled if there are sufficient openings in the FISC Master Schedule. Unfortunately, FISC cannot guarantee to reschedule or make up any lost matches due to severe weather events which force a closure. FISC does not offer refunds (partial or whole) due to weather cancellations.
2. General Policies
Frederick Indoor Sports Center is a family-friendly facility. We work very hard to ensure that all of our patrons/guests/visitors feel welcome. Please help us to maintain a safe and wholesome environment for all by observing the following facility rules:
- No outside food and beverage permitted (including coolers).
- No tobacco products or alcoholic beverages of any kind allowed in the facility.
- No running or skating outside of the fields of play.
- No use of sports equipment outside of the fields of play.
- No climbing on objects or half walls.
- Parents must monitor their children (under the age of 13) at all times. Strict supervision must be enforced especially when occupying the mezzanine level.
- Please use the recycle and trash containers provided.
- Exhibit good sportsmanship: no profanity or negative comments directed to officials, players, coaches or any spectator will be allowed.
- All participants/players shall play at their own risk, but always in a manner that is not reckless or judged to be a detriment to the safety of others.
- No food or soft drinks on the fields.
- No chewing gum on the fields.
- No spitting on the fields or anywhere other than in the restrooms.
- NO FIGHTING...NO EXCUSES.
Activities that detract from our family friendly atmosphere will be dealt with quickly and strongly leading to expulsion and possible prosecution.
3. FISC ID Cards
All patrons of the Frederick Indoor Sports Center must have an ID card and sign a general facility waiver. This includes league players, 368 PTC members, Evolve Academy students, and participants in all camps, classes and clinics including Soldier Fit. The fee is $20/year for adults and $10/ year for minors. Click here to buy a card online.
4. Registration & Refund Policies (Tournaments, Leagues and Programs)
- All teams must meet the “minimum player required” registration in order to be considered a valid team. Teams may pay for vacant roster spots and will receive a Player X card which may be used weekly to add a Guest Player per card.
- Refunds are only issued if FISC does not program the league, clinic or program that was signed up for.
- No make ups, refunds or credits will be given for missed games, clinics or programs
- No pro-rating of fees (other than for free agents) will be given for late sign-ups.
- No refunds (partial or whole) are given due to suspensions or injury.
- All registrations and/or team rosters should be received two weeks prior to starting date to be considered for program/activity. Once a schedule has been posted, there are no refunds.
- Full payments are the responsibility of the individual making the payment. Any individual who registers for a team and fails to pay will not be permitted to participate until his/her financial obligation has been satisfied.
5. General League Policies
- All Players must check-in at midfield (in the lounge) beginning 10 minutes prior to their scheduled game time.
- All team rosters are locked in after week 2 of the session.
- All teams are permitted up to two Guest Players per match. The Guest players must check-in and are not permitted to join any game in action after 10 minutes of play has transpired.
- No Guest Players permitted during all playoff games.
- Only players and a team manager/coach are permitted in the Player areas.
- Teams may submit a hardship request to replace a player due to an extended injury
6. Guest Player Policy
- Teams are permitted to add up to a maximum of TWO (2) Guest Players per match.
- All Guest Players must check in at the Welcome Desk to ensure that they either have a current/valid/active FISC ID card or have completed a player profile (including getting their photo taken) and must obtain a GUEST PLAYER PASS prior to joining the team.
- If a team is adding Guest Players to get to the maximum field allowance, there is no charge. If a team already has enough “rostered” players to field the maximum field allowance, and wishes to add Guest Players to create subs (and have already not added any Guest Players), they may do so, but the proposed Guest Players pay a $5 per Guest Player fee each.
- There are NO Guest Players permitted during playoffs.
- Any team that violates the Guest Player Policy will automatically forfeit the match.
7. Free Agent (New Player) Program
In an effort to assist new players in connecting with teams, and teams in attracting new players, FISC is pleased to introduce the new Free Agent Program.
- Free Agents obtain a $20 FISC ID/REWARDS CARD & post an ad on FISC Classified Section
- Free Agents will be given a complimentary 4-pass pick up card.
- FISC will recommend teams who have the minimum required players on their rosters, and also connect Free Agents with team captains who request additional players.
Once a Free Agent identifies a team they wish to join they may do so immediately by paying a pro-rated session fee, provided it is not the playoffs, or they may wait until the next session.
8. Soccer
Points of emphasis:
- No sliding = free kick for the other team.
- No sliding tackling (with contact) = automatic Yellow Card
- No boarding, automatic Yellow Card. Boarding from behind or intentional boarding = automatic Red Card
Timed Penalties:

Yellow Card Caution
Player must sit out for 2 minutes (team may add a different player if scored upon during timed penalty) -
Red Card Ejection
Player must immediately leave the playing area and must leave the facility. Red Card Suspensions are cumulative over 365 days. Players may appeal within 24 hours by submitting a written appeal. FISC will notify players within 48 hours of the length of the suspension, which may not be appealed. There are no refunds for lost matches due to suspension. - Red Card policy:
- First Red Card = 1 WEEK SUSPENSION, minimum
- Second Red Card = 8 WEEK SUSPENSION, minimum
- Third Red Card = 1 YEAR SUSPENSION
